Our installations will be ready, resilient, and survivable in a new era of Great Power Competition. Period. In my conversation with Association of Defense Communities (ADC) magazine, I discussed what has changed in the global security environment, and the critical need to strengthen partnerships between military installations and the surrounding communities.? We’re entering a decade of consequence, where the intentions of the People’s Republic of China and Russia’s aggression in Ukraine have made the need to protect vital infrastructure more important than ever. Considering the shift in the strategic security environment, military installations must adapt to both kinetic and non-kinetic threats. Installations must partner with our communities to ensure that we are prepared respond together to major crises. The work I see between our installations and communities is truly stellar, however potential conflicts that we will face in the future will be unlike anything we’ve experienced before. In September, ADC visited Elizabeth City, North Carolina to learn more about a remarkable partnership between Elizabeth City State University, a distinguished HBCU, and the community’s U.S. Coast Guard base. This collaboration provides students in the Aviation Science Program with scholarships and hands-on experience, paving pathways to both aviation careers and service in the U.S. Coast Guard. Elizabeth City is a 2024 Great American Defense Community, a program of the Association of Defense Communities, sponsored by USAA.
