Alliance to Save America's 340B Program

Today is #NationalRuralHealthDay! Did you know that 41% of Community Health Center patients live in rural areas? Thanks to the #340B program, these safety-net clinics are able to provide critical healthcare services to rural residents in need.

Earlier today, Thomas Johnson discussed the importance of improving transparency and accountability in the #340B program at the National Alliance of Healthcare Purchaser Coalitions' 2024 Annual Forum. ? Joining him on the panel were Rep. Victoria Spartz, Bret Jackson of the Economic Alliance for Michigan, and health economist Dr. Ge Bai.?We appreciated the robust and engaging discussion.

The #340B program grew 23% in 2023, totaling $66.3 billion in discounted purchases by covered entities. But most covered entities – especially large health systems – don't have to disclose how they’re using this revenue and often use it in ways that don't help patients. ? We're calling for common sense reforms to bring more accountability and transparency to the program and ensure low-income and underserved patients are directly benefiting from #340B savings.?

As #340B hospitals' revenue increased, their share of charity care spending declined. Brandon M. Macsata, CEO of ADAP Advocacy and one of our coalition partners, spotlights recent research examining covered entity revenue, executive compensation, and charity care spending. These findings emphasize the urgent need for common-sense reforms that prioritize transparency, accountability, and most importantly, direct benefits for patients.

A new report from the Health Equity Collaborative calls for more transparency in the #340B program to ensure savings directly benefit patients. We agree. Fixes are needed to make #340B work for patients.

New data from the Health Resources and Services Administration (HRSAgov), HHS shows the #340B program grew to $66.3 billion in 2023 – a 23% increase from the previous year. The very first Community Health Centers opened 1965 to provide healthcare to under-served communities in Boston and rural Mississippi. Today, there are over 1,400 health centers throughout the country. The #340B program is critical to their mission of advancing health equity.
