Arnold Ventures' Doug Criscitello is out this week with a new issue brief examining the consequences of Congress using the “current policy” baseline gimmick when considering its reconciliation bill to extend the Tax Cuts and Jobs Act. “Never has a spending program or tax cut been scored using current law to minimize initial costs and then switching to current policy to paper over long-term costs. What policies actually work to improve the lives of the American people? Arnold Ventures’ Evidence and Evaluation team is starting the year by launching two new Request for Proposals (RFP) aimed at answering that critical question. The “Strengthening Evidence” #RFP will fund rigorous randomized controlled trials (RCTs) that evaluate innovative social programs and policies. The “Building Evidence” RFP will fund rigorous, causal research using quasi-experimental methods that align with key AV policy areas, including #highereducation, career education and training, #infrastructure, contraceptive choice and access, and #publicfinance. This RFP process is specifically intended to help build the body of proven programs, policies, and interventions that can be implemented by lawmakers. As the population of aging and medically vulnerable individuals in prison continues to grow, the ongoing incarceration of those who no longer pose a significant risk of re-offending raises critical concerns about public safety, humane treatment, and cost. This has prompted the introduction of legislation around the country to expand pathways out of prison for this vulnerable population. Arnold Ventures’ latest #BRIDGEseries convening brought together researchers, practitioners, and advocates to better understand the impact of compassionate release, including geriatric and medical parole, and generate actionable insights to improve public safety, lower costs, and ensure the health of aging and ailing incarcerated individuals.

Recently, the Pennsylvania Department of Corrections announced that it will be expanding the "Little Scandinavia" corrections model, which is supported by Arnold Ventures, to three additional prisons in the state. Little Scandinavia is a 64-bed unit at the State Correctional Institution-Chester that seeks to test an alternative approach to incarceration focused on safety, rehabilitation, and restorative justice. While research is still pending on Little Scandinavia's impacts, state corrections officials have seen enough benefits for staff and incarcerated people that they have decided to expand the effort.
