SCBPOs are not POGOs- TWG confirms. We have consistently assured our SCBPO (Special Class of BPO) clients that they are exempt from the scope of Executive Order No. 74 (EO 74). Today, we are pleased to share a significant development that reinforces this position and provides the clarity the industry has long sought. This morning, PAGCOR Chairman Al Tengco, accompanied by key members of the Technical Working Group (TWG) on EO 74—including DILG Secretary Jonvic Remulla Jonvic Remulla, DOJ Assistant Secretary Mico Clavano and representatives from the PAOCC, AMLA, Securities and Exchange Commission, Bureau of Immigration, DOLE, and other agencies—conducted an inspection of our clients, the two largest SCBPOs in the Philippines. During the visit, the delegation observed firsthand how SCBPOs operate as regular BPO companies, delivering essential services to legitimate gaming companies abroad. Secretary Remulla emphasized that SCBPOs show the “…good side of gaming, the one that provides good jobs to people and are not involved in scams”. He provided an unequivocal assurance that SCBPOs will not be subject to raids or undue disruptions, emphasizing that enforcement agencies are focusing their efforts on facilitating the exit of POGOs and other entities explicitly covered by EO 74. We are deeply grateful to PAGCOR for its collaborative engagement with us and our clients over the past several months, ensuring regulatory clarity during a critical period. Moving forward, we remain committed to working closely with the government to demonstrate that the Philippines welcomes investors who operate in compliance with its laws.
