Arcus is thrilled to highlight Brian Johnson's seven-year journey with us! R Brian Johnson has 18 years of experience in disaster recovery. He is currently Arcus' Project Manager, supporting both the local recovery efforts in Lake Charles, LA, for Hurricanes Laura and Delta, as well as the FEMA Consolidated Resource Centers contract. Previously, Brian served as a Costing Specialist at the FEMA Consolidated Resource Center - Atlantic, where he produced estimates and scopes of work for 322 facilities, totaling over $106 million, in the United States Virgin Islands and Puerto Rico following Hurricanes Irma and Maria. In Texas, he served as a Site Inspector Crew Lead for Hurricane Harvey, managing and training FEMA Site Inspectors and overseeing evaluations of approximately 700 damaged facilities. Brian has also held management positions supporting the New York Governor’s Office of Storm Recovery, where he assisted in the distribution of Community Development Block Grant (CDBG) funds for multiple disasters. Following Hurricane Katrina in 2016, he served as a Technical Advisor for the Mississippi Emergency Management Agency and the City of New Orleans, providing technical support and guidance on FEMA policies to clients and Public Assistance applicants. Arcus congratulates the Puerto Rico Island-Wide Benefit-Cost Analysis (IWBCA) team, including our very own Colin Able, on receiving the FEMA Administrator's Award! We are proud to have Colin as part of this team ?? The IWBCA team was honored for their exceptional work in Climate Resilience. The FEMA Administrator’s Award is one of the highest honors given to agency employees across the United States. The IWBCA team implemented an innovative system to evaluate the cost-effectiveness of hazard mitigation measures in Puerto Rico Electric Power Authority (PREPA) projects. This system contributes significantly to Puerto Rico's climate resilience by allowing multiple projects to be evaluated simultaneously through a single analysis. It includes a cost-effectiveness analysis based on future costs, enhancing the agency's efficiency by avoiding double counting of benefits, preventing the duplication of programs, and strengthening the system's resilience to disasters. Hurricane Debby made landfall in Florida as a Category 1 storm, causing significant concern for catastrophic flooding. The storm hit the Big Bend region, bringing heavy rain and storm surges. Florida Governor Ron DeSantis declared a state of emergency for 54 counties to mobilize resources. The storm is expected to move slowly across northern Florida, impacting Georgia and South Carolina as well. Residents have been warned about potential flash flooding and storm surges up to 3 feet along the coast. We are excited to showcase Kevin Bernardo's seven-year trajectory with Arcus! Kevin Bernardo has fifteen years of experience with FEMA Public Assistance (PA), holding several positions across various disasters. He played a crucial role in writing and estimating the largest FEMA grant in history, a $10.7 billion Section 428 project for the Puerto Rico Electric Power Authority (PREPA). Additionally, he finalized eligibility methodologies for a $4 billion Section 428 grant for the Puerto Rico Aqueduct and Sewer Authority (PRASA). Kevin represented FEMA in high-level reviews by the USACE Independent Expert Panel, leading presentations and handling queries for three major PA-capped projects: PREPA, PRASA, and PRPHA. During Hurricane Harvey in Texas, he was the FEMA PA Policy Team lead, contributing to over 100 determination memos and supporting appeals and arbitration. He developed training sessions and tracking tools still in use today. Kevin has extensive experience from his deployments during Hurricane Katrina in New Orleans, where he served as a cost estimator, Task Force Lead, and witness in a $47 million arbitration hearing. He also dealt with OIG audits. During Hurricane Sandy, he worked as a Policy Advisor, attending high-profile meetings, providing eligibility recommendations, and writing significant grants, including $1.3 billion for NYU Langone Medical Center and $830 million for Bay Park Wastewater Treatment Plant. After Hurricane Beryl hit Houston, CenterPoint Energy has been working to restore power to millions of affected residents.
