Albany's new housing deal is here, and it addresses a variety of matters such as the extension of the 421A deadline, the introduction of 485x as a replacement, Office-to-Residential conversions, the removal of the Residential FAR 12 cap, regulations for Residential Projects in Historic Districts, Good Cause Evictions, and renovations on rent-stabilized units. After reading through 485x, I'm curious to see how and if new resi developments will pencil with the revised affordability and wage requirements. Good Cause Eviction, while passed, thankfully looks to be a more watered down version than what was previously introduced. In the end, I think it will hurt both landlords and tenants with landlords assuming greater leasing risk and tenants facing more stringent requirements. And while there have been changes to the IAI formula, this bill doesn't do enough to help owners of vacant rent-stabilized apartments recoup renovation costs. Regardless, I'm optimistic that there is some relief and clarity has been granted. Looking forward to the upcoming opportunities!
