"Gone are the days when meeting and conferring was seen as a mere formality giving the appearance of reasonableness." ?? "Now, good-faith efforts are . . . necessary to avoid further overwhelming an already over-extended judiciary." ?? Next year's budget cuts $97 million from the state's trial courts, amounting to "a $30.3 million reduction for L.A. Superior Court. . . .
