Carl Moultrie Courthouse C Street Addition project in Washington, D.C. won an Engineering News-Record MidAtlantic Award of Merit in the Government/Public Building category! This award recognizes the project’s commitment to innovation, safety, and sustainability. The selection was determined by factors including teamwork, adherence to best practices, execution quality, community impact, and the capacity to navigate challenges while contributing positively to the region's development. Expanding the H. Carl Moultrie Courthouse in a busy urban space required careful planning to minimize disruptions and to ensure the project’s success. The addition seamlessly blended historic preservation with modern upgrades, providing essential enhancements to the facility. A sincere thank you to Forrester Construction for submitting the project and to all the consultants and team members who played a role to its success. Chelsea Bishop, PE serves as Group Leader in AMT’s Herndon, VA office where she leads the Northern Virginia Site & Infrastructure group in management of multiple on-call contracts and stand-alone projects for clients in northern Virginia and in Washington, DC with a large focus on Parks and Recreation and municipal facility projects. Her expertise is in managing and providing civil engineering, permitting, and construction administration services for municipal and private clients which has resulted in multiple repeat clients and on-call contracts leading to expansion of client service in northern Virginia. Some of her notable projects include the Arlington Long Bridge Aquatics & Fitness Facility, Lorton Police Station and Animal Shelter, and the H. Carl Moultrie Courthouse C Street Addition. She received her Bachelor of Science in Civil Engineering from the Virginia Polytechnic Institute and State University in 2007 and has over 16 years of experience, including 12 with AMT.
