On November 20, Governor Healey signed into law the Mass Leads Act, an economic development bill that includes the codification of the definition of "Micro Business" to businesses with?net profits?of up to?$250K and?10 or fewer employees.?This codification?allows more small businesses to qualify for support and opens up opportunities for growth. Amplify LatinX is proud to have advocated for the codification in support of micro businesses along with Representative Carlos Gonzalez of Springfield and the Governor’s Latino Empowerment Council. “Our micro businesses are the lifeblood of downtown economies in gateway cities and rural areas," said Representative González. “For 10 years we have been fighting for this definition, and for it to be codified into Massachusetts law will make it easier for intentional and culturally-appropriate, targeted assistance to be provided to micro businesses with ten employees or fewer. I would like to thank Speaker Ronald Mariano and Chairman Aaron Michlewitz for their leadership and support of these vital legislative efforts which will impact our local economies, particularly our growing diverse, immigrant and women owned businesses.” “We applaud Governor Healey for signing this historic economic development bill, which provides vital support for micro businesses—many of them Latino and Black-owned—and opens new opportunities for minority entrepreneurs in sectors like life sciences and clean tech,” said Eneida Roman, President & CEO of Amplify Latinx. “This bill reflects a commitment to building an inclusive economy, and Amplify Latinx looks forward to working with the Healey administration, elected leaders, and community partners to ensure its success and maximize its impact.”

?? A Major Milestone for Our Community! ?? We are excited to share the news about signing the Economic Development Bill. This monumental achievement includes $4 billion in investments across various sectors, such as life sciences, climate tech, small businesses, and infrastructure improvements throughout Massachusetts. This bill also incorporates key recommendations from the Office of Massachusetts Governor Maura Healey Latinx Economic Advancement Council (LEAC), reflecting our collective efforts and advocacy. LEAC's Recommendations Included in the Bill: ?? Pathway for Foreign-Trained Physicians: Establishes a pathway for internationally trained physicians to practice in Massachusetts, including provisions for limited licenses and practice in shortage areas. ?? Workforce Investment Trust Fund Update: Adds flexibility for funding permits, credentials, and job skills training for permanent non-citizens. ?? Small Business Support: Authorizes $35 million to CDFIs and $10 million in Biz-M-Power grants for disadvantaged businesses. ?? Updated Definition of "Micro Business": Redefines micro businesses to those with 10 or fewer employees and a net profit of not more than $250K. ?? Public Construction Project Initiatives: Establishes a 5-year surety bond assistance pilot program and a Public Construction Projects Advisory Council (Executive Order Signed in March). ?? Educator Diversity: Allows DESE to develop an alternative certification process for teachers facing challenges with the certification exam to diversify the K-12 educator workforce. Yesterday, we had a productive meeting with Secretary Yvonne Hao to discuss the bill and this year's recommendations. It was an excellent opportunity to align our efforts and ensure the continued support for our community. This incredible accomplishment is a testament to what we can achieve when we work together.
