The American Indian Policy Institute’s 2024 Impact Report Is Here! This year, AIPI tracked critical federal actions, advanced Indigenous leadership, and celebrated major milestones that strengthened Tribal sovereignty and digital rights. AIPI closely monitored federal actions affecting Tribal Nations, reviewing 521 bills and 1,259 Federal Register notices. The institute also tracked 10 key bills as they became law. In 2024, AIPI celebrated a major milestone—the third year of the Indigenous Leadership Academy (ILA). To date, 132 rising leaders have graduated from the program, representing 73 Tribal Nations, including 16 in Arizona and 31 states nationwide. Beyond policy, AIPI reached new heights in 2024 with: ? Moving to the Sandra Day O’Connor College of Law. ? Launching the Center for Tribal Digital Sovereignty. ? Receiving the ISOC grant to further its mission. Mission We support Tribal sovereignty through examination, exploration, and elevation of issues impacting communities and American Indian and Alaska Native peoples. The American Indian Policy Institute is an Indigenous-led and staffed research institute at Arizona State University whose work supports Tribal communities and Indigenous peoples nationwide. We do this by creating academic research focused on key issues in Indian Country, and by analyzing and developing policy solutions on the key issues of Indian Country, and with engagement and capacity-building programs within an ecosystem of lifelong learning. AIPI’s expertise and focus is substantively on broadband technology and digital equity, with expertise in tribal telecommunications, communications policy, and newly emerging systems as they impact sovereign Tribal nations. Vision AIPI’s core commitment to Indian Country focuses on new directions and initiatives centered on sovereignty, community service, dedication to research and learning through public service, and supporting tribal communities and leaders in finding solutions while allowing AIPI to be part of the solution in shaping new strategies for Indian Country.

Call to Action: Arizona House Bill 2852 & Tribal Sovereignty House Bill 2852 (HB 2852) is currently moving through the Arizona Legislature and proposes adding a distinguishing mark on state-issued IDs to indicate tribal enrollment. While intended to recognize Tribal identity, this bill raises serious concerns regarding tribal sovereignty, privacy, and potential discrimination. Key Issues: ? Sovereignty – Tribes have the inherent right to determine their own citizenship and issue IDs. Requiring state oversight risks infringing on that sovereignty. ? Privacy – Compelling tribal citizens to disclose their status could have unintended consequences, including data ownership concerns for Tribal Nations. ? Potential for Discrimination – Similar policies have led to racial profiling and systemic bias against Indigenous individuals in other regions. ?? Take Action! Arizona Tribal Nations and citizens are encouraged to share their voices. You can submit comments on HB 2852 through the Request to Speak (RTS) system or directly to your state representatives. AIPI Congressional Update: Senate Hearing on Native Communities' Priorities On February 12, 2025, the U.S. Senate Committee on Indian Affairs held an oversight hearing, Examining Native Communities' Priorities for the 119th Congress. Chaired by Sen. Lisa Murkowski (R-AK) and Vice Chair Sen. Brian Schatz (D-HI), the hearing reaffirmed the federal government's trust and treaty obligations to Native Nations. Native leaders provided critical testimony on key priorities, including: ? Sovereignty & Funding ? Healthcare ? Economic Development ? Education ?
