On November 7, 2024, the Dayton Business Journal (DBJ) formally recognized the Air & Space Forces Association, Wright Memorial Chapter (AFA WMC) Selected as a “Business of the Year” Honoree in the Non-Profit Organization category. The Air & Space Forces, Wright Memorial Chapter (AFA WMC) is comprised of an amazing all-volunteer staff succeeding in delivering Herculean accomplishments in support of WPAFB, its workforce and families, as well as veterans. They are truly unsung heroes donating thousands of hours in support of the Dayton military community. Key factors resonating with DBJ included how AFA WMC exceeded expectations of management and the Dayton community by developing robust partnerships, providing significant financial support, and dedicating volunteer time to various initiatives. Their efforts included military, veteran, military family, community and aerospace education support Community Support , civilian community support. Because Wright-Patterson Air Force Base is the heart of Dayton, and Dayton is the soul of Wright-Patterson Air Force Base, the vitality of base and the city is undeniably intertwined. One cannot thrive without the other. Their mutual success is essential to our nation's aerospace leadership – and the Air & Space Forces Association, Wright Memorial Chapter is very proud to a key link between the two. The Air & Space Forces and the Defense Industrial Base (DIB) are truly co-dependent on each other.?As such, the DIB’s challenges adversely impact our critical military services to meet the challenges of today and tomorrow. We all know the DoD the?issued?its first-ever?National Defense Industrial Strategy?(NDIS) in January, ?????? ???????????????? ???? ?????? ????????????????????????????.?However, Laura Taylor-Kale, the Assistant Secretary of Defense for Industrial Base policy, yesterday (Oct 30, 2024) announced the first steps toward implementation. At the heart of the plan are six implementation priorities requiring the most urgent action to secure the U.S.’s ability to prevent war or prevail if drawn into war. The priorities are:?? ·??????Indo-Pacific Deterrence: Invest in the increased production of interchangeable munitions, missiles and, most recently with Australia, the submarine industrial base, strengthening?partnerships with traditional and new allies. ·??????Production and Supply Chains: Invest to make the supply chain more resilient—especially for key items like microprocessor chips and rare earth elements. The plan also calls for bigger weapon stockpiles and re-establishing or invigorating domestic production of critical materials and items. ·??????Allied and Partner Collaboration: Co-produce commonly-used weapons, such as 155 mm mortar shells, with partners and allies worldwide. Taylor-Kale also said the U.S. must learn to rely on the technical sophistication of allies if they have a superior approach to certain capabilities. ·??????Capabilities and Infrastructure Modernization: Upgrade and overhaul military depots and nuclear weapons production and maintenance facilities to ensure “scalability” to larger-scale production.? ·??????New Capabilities Using Flexible Pathways: Use rapid prototyping to develop and field new weapons at scale, like the Pentagon’s “Replicator” initiative, Mid-Tier Acquisitions and “Other Transactional Authorities” authorized by Congress to speed the fielding of new systems. ·??????Intellectual Property and Data Analysis: Recognize that protecting intellectual property rights and investments fosters competition. Ms.?Alexis B.?Bonnell, Chief Information Officer and Director of Digital Capabilities Directorate of the?Air Force Research Laboratory?(AFRL) was the luncheon speaker at the September?Air & Space Forces Association, Wright-Memorial Chapter (212)?(AFA) luncheon. Ms. Bonnell gave many a bracelet she wears daily, which says, “Tackle The Toil” and “WIDTIW” (Would I Do This in War). These are mantras she thinks about for each initiative she works on as its the toil that kills purpose faster than anything else. She said that industry must think about RAG when they bring in Artificial Intelligence (AI). Retrieval Augmented Generation (RAG) is a technique for enhancing the accuracy and reliability of generative AI models and facts fetched from external sources. RAG allows for individuals to have the knowledge they are looking for and have a relationship with the knowledge curated to the user’s interest. It brings in the data the user cares about. She said that Moms are the best prompt engineers because they can reword things several ways, i.e. “let me say that a different way so you can understand”. Before each project, she conducts a “premortem exercise” and asks the team to define what success looks like and what will make them stop using it. She has no issue with stopping technology insertion projects if the success criteria are no longer present. She stated there are 4 emotional stops on the technology evolution: 1. Ta-Da! At the first use of the technology when users are discovering what it can do. 2. Ut-Oh! When users discover what it means to them and/or the team and what they want the technology to bring out for them. 3. Ah-Ha! When the user understands why it’s important to them. 4. Ho-hum! During the maturation stage when the user is saturated with using it and wants more.
