The Advisory Council on Historic Preservation (ACHP) is an independent federal agency with the primary mission to encourage historic preservation in the government and across the nation. The National Historic Preservation Act (NHPA), which established the ACHP in 1966, directs federal agencies to act as responsible stewards when their actions affect historic properties. The ACHP is given the legal responsibility to assist federal agencies in their efforts and to ensure they consider preservation during project planning. The ACHP serves as the federal policy advisor to the President and Congress; recommends administrative and legislative improvements for protecting the nation’s diverse heritage; and reviews federal programs and policies to promote effectiveness, coordination, and consistency with national preservation policies. A key ACHP function is overseeing the federal historic preservation review process established by Section 106 of the NHPA. Section 106 requires federal agencies to consider the effects of projects, carried out by them or subject to their assistance or approval, on historic properties and provide the ACHP an opportunity to comment on these projects prior to a final decision on them.

Researchers, regulators, and community members working together to chart a future for climate heritage policy? Count me in. Notre Dame, the Texas Historical Foundation City of San Antonio Office of Historic Preservation and The Conservation Society of San Antonio used the Duda Forum to shed light on the intersection of historic preservation and sustainability - and the pressing need for all preservationists and preservation-adjacent professionals to take bolder action on these issues. The Second Annual Duda Forum on Historic Preservation and Sustainable Development was in San Antonio, Texas, last weekend, focusing on historic preservation and integrating new construction in historic settings. With one of Texas' most historic cities as the backdrop, participants examined a wide range of topics about designing new buildings in historic districts--sustainability, climate change, housing affordability, and new traditional architecture. Discussions spanned federal to local levels with keynote Sara C. Bronin, chair of the Advisory Council on Historic Preservation, followed by speakers from local officials and advocates, including professors Steven Semes and Paul Kapp. This event was sponsored by the Michael Christopher Duda Center, the Texas Historical Foundation, the The Conservation Society of San Antonio, and the City of San Antonio Office of Historic Preservation, through continued collaborate to support our shared missions.

The ACHP and the National Trust for Historic Preservation annually honor outstanding partnerships between federal agencies and at least one non-federal entity that have advanced the preservation of important historic resources and have had an impact on their communities. Applications are now being accepted for the joint National Trust/Advisory Council on Historic Preservation Award for Federal Partnerships in Historic Preservation. The deadline is January 10, 2025. While in New Orleans last month for the National Trust for Historic Preservation’s PastForward conference, ACHP Chair Sara C. Bronin had the opportunity to speak twice about the links between historic preservation and climate change. On October 28, Chair Bronin gave the Laura and Sonny Shields Preservation Lecture at Tulane University entitled, “Changing Federal Preservation Approaches to Improve Community Resilience.”?The next day, on October 29, she addressed those gathered at the The 1772 Foundation, Inc.’s Climate Change Summit, and also joined a panel with NT Green Fund's Patrice Frey, the National Trust's Jim Lindberg, ACHP Experts Advisory Committee Member Andrew Potts, and Landmarks Illinois' Bonnie McDonald. During her appearances, she spoke about the ACHP’s role in leading federal efforts to take historic properties into account in federal decision-making and policy related to community resiliency. The ACHP is inviting public comment on its revised Proposed Program Comment on Certain Housing, Building, and Transportation Activities. The goal of the Program Comment is to accelerate federal historic preservation reviews of projects to rehabilitate existing housing or create new housing in existing buildings, to maintain and update buildings and their immediate environs, and to rehabilitate or create new transportation infrastructure.
