This week, Veronica Figueroa, BCBA, LBA, myself, and several others, including TxABA Public Policy Group's Anna Sciarillo, BCBA, LBA, Jacquie Benestante from the Autism Society of Texas, and most importantly several parents of those impacted by Autism, testified at the Texas House Committee on Appropriations - S/C on Article II?hearing to advocate for a meaningful Autism Service Medicaid benefit. A special thanks to Chair Angelia Orr, Vice Chair Donna Howard, Representatives Barry, Fairly, Venton Jones, MSHCAD, PMP, Manuel, Thomas Oliverson, MD, and Toni Rose for their engagement and support during the hearing. Action Behavior Centers - ABA Therapy for Autism, like most ABA providers, cannot participate in Texas Medicaid due to inadequate rates. Despite network inadequacies, the rates remain insufficient, leading to low provider participation and, therefore low utilization of the benefit by Texas families.?Without access to ABA the majority of children with ASD will manifest an enduring dependency on special education and adult developmental disability services. Research shows that among children with ASD who have not received ABA, 81% will require intensive special education and adult services. ABA therapy is transformative for children with autism, improving functional, adaptive, and social skills, and fostering independence. To ensure access to ABA therapy, Texas needs to invest an additional $21 million to raise the reimbursement rate for direct one-on-one autism therapy services. This modest investment will improve the quality of life for children with autism and their families and ultimately save Texas money.
