The Aircraft Carrier Industrial Base Coalition (ACIBC) represents businesses that supply parts, equipment and services for the construction and maintenance of U.S. Navy aircraft carriers. Established in 2004, ACIBC seeks to preserve the strength of the aircraft carrier force and promote the value of the aircraft carrier industrial base as a vital part of the nation’s overall defense structure. ACIBC businesses provide all the valves, wiring, steel, motors and thousands of other parts that make these ships the preeminent expression of U.S. military power—capable of delivering overwhelming warfighting force around the globe. In total, more than 2,000 small, mid-sized and large businesses from 46 states, and 293 congressional districts, contribute parts, services and support to the construction and maintenance of U.S. Navy aircraft carriers. The two-ship buy has provided stability for thousands of suppliers, driven cost savings, and kept shipbuilding on track. Sustaining this approach is key to ensuring the Navy has the carriers it needs when it needs them. On January 31, 2019, the Navy awarded a two-ship buy contract for Enterprise (CVN 80) and Doris Miller (CVN 81). This smart procurement strategy saved billions and accelerated key technological advancements for America’s industrial base. Aircraft carriers are indispensable to our national defense. In 2024, an unprecedented 8 of the Navy’s 11 aircraft carriers were forward deployed around the world. We must maintain a steady and strong demand signal to empower the industrial base and construct new carriers. We appreciate that Congress has recognized the importance of the two-ship buy strategy in the new defense bill and applaud the bipartisan effort to strengthen the fragile industrial base.

President Joe Biden has announced that the next two Ford-class aircraft carriers will be named after former presidents Bill Clinton and George W. Bush! The future USS?William J. Clinton?(CVN-82) and USS?George W. Bush?(CVN-83) will be state-of-the-art assets for our Navy that play a crucial role in pursuing peace through strength and maintaining a strong forward presence.?? ? With the exciting announcement of these two names, we are reminded of the smart procurement strategy of buying two ships at once - a strategy that was used for USS Enterprise (CVN-80) and USS Doris Miller (CVN-81) which helped save taxpayer dollars and promote shipbuilding efficiency.
