Funded by the Office of the Secretary Patient-Centered Outcomes Research Trust Fund (OS-PCORTF), which is supported by AcademyHealth, a new report points to the opportunity for better data about over a million Medicaid participants who self-direct their home and community-based services (HCBS) as well as the direct care workers providing these services. Examining the effectiveness of self-directed HCBS is critical to providing high-quality care for older adults, people with intellectual and/or developmental disabilities, and others. However, gaps in Medicaid data make it challenging to conduct comparative effectiveness research (CER) on this topic. This #OSPCORTF report assessed the potential of creating an auxiliary database using information from Financial Management Services (FMS) entities that contains individual-level identifiers for Medicaid recipients who self-direct their HCBS as well as information on the characteristics of direct care workers who provide these services. Creating and linking such a database with data housed within the Transformed Medicaid Statistical Information System (T-MSIS) could advance CER on a range of topics, such as: ? Workforce issues ? Utilization rates and costs ? Health outcomes ? Participant satisfaction, and more.
