For over 30 years, and through our work in more than 100 countries, the American Bar Association Rule of Law Initiative (ABA ROLI) and our partners have sought to strengthen legal institutions, support legal professionals, foster respect for human rights, and advance public understanding of the law and citizen rights. In collaboration with government agencies, the judiciary, lawyers, bar associations, parliaments, and civil society, we design programs that are responsive to local needs and that prioritize sustainable solutions to pressing rule of law challenges. The ABA established ROLI in 2007 to consolidate its five overseas rule of law programs, including the Central European and Eurasian Law Initiative (CEELI), which it created in 1990 after the fall of the Berlin Wall. Today, ABA ROLI implements legal reform programs in more than 50 countries in Africa, Asia, Europe and Eurasia, Latin America and the Caribbean, and the Middle East and North Africa. ABA ROLI has more than 400 professional staff working in the United States and abroad, including a cadre of short- and long-term expatriate volunteers who, since the program’s inception, have contributed more than $200 million in pro bono technical legal assistance. Today we recognize the International Day for the Elimination of Violence Against Women and the start of the United Nations #16DaysofActivism Against Gender-Based Violence (GBV) campaign, running from November 25th to December 10th. #ProgramSpotlight: Countering Trafficking in Persons in #TheGambia ?? In 2024, ABA ROLI launched a new program in The Gambia funded by the U.S. Department of State Office to Monitor and Combat #TraffickinginPersons, with the aim to address the capacity gaps in prosecuting traffickers, protecting trafficked and vulnerable populations, and preventing trafficking across the country. We will take a foundation-building approach, focusing on #sustainability through knowledge transfer to key anti-trafficking actors, including the judiciary, police, social welfare and shelter staff, civil society organizations, the National Agency Against Trafficking in Persons, and the National Human Rights Commission. Our team in The Gambia will also establish a survivor-led Review and Validation Panel, made up of participants from survivors' rights groups and local experts in countering TIP. This panel will provide feedback on program activity creation and implementation as part of our commitment to #peoplecenteredjustice. Recently, our USAID-funded Human Rights for All (HRA) project in #Guatemala signed subaward agreements with core partners, Diálogos and the Protection Unit for Human Rights Defenders in Guatemala (#UDEFEGUA), as well as a Memorandum of Understanding (MoU) with the Presidential Commission for Peace and Human Rights (#COPADEH). These signing ceremonies reaffirm a mutual commitment to consolidating the protection of human rights in the country. One month ago, the Bar Council of Maldives (BCM) successfully administered the country's third bar exam, which is one of the two essential requirements to become licensed to practice as a lawyer in the #Maldives under the Legal Profession Act (LPA). A total of 505 candidates have now sat the exam, since its introduction in 2022. The third round of exams signifies the institutionalization of the #barexam and increased #localcapacity to develop and administer exams; a huge achievement! Under the USAID-funded?Strong and Inclusive Maldivian Democracy?program, ABA ROLI was able to provide support to the BCM to develop and administer the inaugural and subsequent bar exams. In #Peru, ABA ROLI hosted a workshop on #familylaw for a group of 30 community leaders from North Lima, who serve as legal judicial guidelines. The workshop aimed to strengthen their capacities to provide more effective support to their communities. Judicial Guidelines are community leaders who provide information and guidance on family law issues, such as alimony, extramarital filiation, rectification of birth certificates, and gender violence. Their work contributes significantly to facilitating access to justice for vulnerable parts of society. “We recognize the tireless work of the judicial guidelines, who provide a voluntary and supportive service to their communities. Therefore, together with the Court of Lima Norte, we renew our commitment to continue supporting them, with the backing of the United States Embassy, which has made this event possible to strengthen their capacities,” said lawyer Raúl Callirgos Velarde, ABA ROLI's Country Director for Peru.
