AAPL’s Governmental Affairs department continues to raise the bar by bringing critical legal updates to our members. In fact, our team has just set a record for the number of bills tracked in a single year, and it’s only March! As of today, AAPL is tracking and analyzing 681 total bills that could affect our members – 35 on the federal level and 646 on the state level. Over 36 states currently have bills closely monitored by AAPL. AAPL would like to give three huge "CONGRATULATIONS" to former AAPL Presidents Leon Hirsch, CPL (1996-97), David Cape, CPL (1998-99) and Harold J. Anderson, CPL/ESA (2004-05), for their recent induction into the prestigious NAPE Hall of Fame! Thanks to all three for their vital contributions to NAPE Expo LP, AAPL and the entire energy industry throughout their storied careers. Joining these individuals in the class of 2025 are Devon Energy and The American Oil & Gas Reporter (AOGR). “This 2025 group of inductees have demonstrated exemplary dedication and support of the NAPE event and have set the bar for their peers,” said Julie Woodard, CPL, chair of the NAPE Operators Committee and senior land manager at Expand Energy Corp. “The legacy that each individual and company has left on NAPE will be a part of the NAPE story for years to come. We are genuinely grateful for their leadership and involvement.” The HOF class was honored with a special ceremony at the 2025 NAPE Summit Energy Business Conference luncheon on Feb. 5 at the George R. Brown Convention Center in Houston. They were also featured in a NAPE Hall of Fame exhibit at NAPE Summit as well as the NAPE HOF display area at NAPE/AAPL headquarters in Fort Worth, Texas. She became the state's first female governor and the first Hispanic female governor in the history of the United States. Prior to being elected governor, Martinez was a prosecutor for 25 years along the nation’s southern border and served as Do?a Ana County’s elected district attorney for over half that time. As governor, she prioritized keeping New Mexico’s communities safe, ensuring all students receive a high-quality education, and diversifying and growing the state’s economy. The Horizon Breakfast includes the presentation of the Blankenship Family Horizon Award, which recognizes a trailblazing female land professional who is a leader and has distinguished herself within the industry, in her career and has supported AAPL and its mission. In honor of International Women’s Day, we are privileged to announce Jane Crouch, CPL, as this year’s Blankenship Family Horizon Award recipient! The AAPL Educational Foundation established the Blankenship Family Horizon Award in 2019 to recognize a trailblazing female land professional who is a leader and has distinguished herself within the industry, in her career and has supported AAPL and its mission. Jane is a fitting recipient of the award as she has left an incredible legacy of leadership, knowledge and integrity within the industry and AAPL. In 1974, Jane left her third-grade teaching job to become a landman with her husband, Marshall, a geologist. They founded White Eagle Exploration Inc, where Jane currently serves as president. In 1981, Jane passed the first CPL exam offered in Denver. Jane has worked in at least 14 states throughout her career, generating prospects, selling and evaluating deals. Jane and Marshall have been responsible for developing 5,000 wells. A few of these wells dating back to the 70s are still producing and paying overriding royalty interest. While running White Eagle Exploration out of their basement, the Crouch’s were also busy raising four sons, Scott, Sean, Steve and Chris. Chris currently serves White Eagle Exploration as vice president and Steve as geoscience manager. Marshall passed away in April of 2022 at the age of 78. Jane has been a pillar of AAPL leadership and involvement for over four decades. She’s been an Active Member of AAPL and the Denver Association of Professional Landmen (DAPL) since the early 80s. She has led or been a part of multiple committees for both associations. She has served as the second vice president for AAPL and as a member of the NAPE Expo LP Operating Committee. She received special awards from AAPL in 2002, 2004 and 2024 and was named DAPL’s Landman of the Year in 2007. Her remarkable career, dedication to AAPL and upstanding reputation throughout the industry make her more than worthy of this prestigious honor. We look forward to celebrating Jane on the morning of June 19 at the Horizon Breakfast during our 71st Annual Meeting in Kansas City. Former New Mexico Gov.
