  • President Carter and his administration were responsible for several significant actions that enhanced security cooperation and security assistance. Here are some examples: Arms Export Control Act (AECA) of 1976 resulted in greater Congressional oversight and control of conventional arms transfers and other security assistance programs. President Carter issued the first Conventional Arms Transfer Policy, emphasizing a "policy of restraint." This policy stated that the United States would not be the first country to introduce advanced weapons systems into a region, and there would be no sales commitment of advanced systems until they were operationally deployed with U.S. forces. Security Assistance Accounting Center: Established in 1976, this center strengthened accounting capability and practices. It was responsible for implementing the DoD Security Assistance Financial Management Program. It served as the central point of contact within the DoD for all Foreign Military Sales (FMS)-)-related financial inquiries from U.S. governmental activities and U.S. allies and partner nations. Humanitarian Assistance Programs: President Carter's administration also focused on humanitarian assistance programs, including transportation programs and other initiatives to provide aid and support to foreign partners. Strategic Arms Limitation Talks (SALT II): In 1979, President Carter and Soviet General Secretary Leonid Brezhnev signed the SALT II treaty, which aimed to limit the number of strategic nuclear weapons and improve arms control between the two superpowers. Camp David Accords: President Carter played a crucial role in mediating the Camp David Accords between Israel and Egypt in 1978. This peace agreement significantly improved security cooperation and stability in the Middle East. These actions reflect President Carter's commitment to improving security cooperation and assistance with U.S. government foreign partners through arms control, financial management, and diplomatic efforts.     After a five-month competitive prototype phase, PEO Enterprise’s Foreign Military Sales – Army Case Execution System (FMS-ACES) received authorization Sept. 20 to move into the execution phase of the Software Acquisition Pathway. In partnership with a single vendor, FMS-ACES — which is part of the Defense Integrated Business Systems portfolio — is proceeding full steam ahead with a commercial off-the-shelf, platform as a service solution that will set up the program for development in the cloud-based Army operational environment.? #PEOEnterprise #AgileArmy Defense Integrated Business Systems (DIBS)

    I could not agree more. Technology is moving so fast, and now, as AI is everywhere, the DOD should work with industry. I also think that this methodology is important in supporting foreign military sales for partner nations around the world. Sometimes, industry in the partner nations has more access than the USG. Industry can assist the US diplomatic mission if there is collaboration instead of exclusion.

    I recently had the privilege to speak to industry leaders at Billington Cybersecurity Summit about current and emerging cybersecurity challenges at home and abroad during a fireside chat. When considering the changing character of war, there are things that will remain constant: conflict as an extension of political will, fog and friction, and if a Nation’s military goes to war, the support of the entire nation must be behind it. What is changing is technology and what our adversaries are doing with it. We must be able to keep pace with new and emerging technology to ensure we are ready when our Nation calls. To keep pace, we need to know what is happening outside of the Department of Defense by working closely with industry to help us solve problems from a national security perspective. The integration of new technology such as AI will come with challenges to successfully implement it in our defense efforts. AI implementation will require attention in three areas: Foundation, Data, and Focus. We need to build the right infrastructure and architecture as a foundation, we need to get the right data to the right place to run on the foundation to inform the decision-making process, and we need to have focus to apply AI in the right places at the right time with the right resources. We also require talent. Exposure to opportunities is needed to recruit the right people; people in uniform who can communicate with the industries that are building these new capabilities. We must also invest in that talent by providing them with the right tools and development so they can execute what we expect them to do. Finally, we must invest in our allies and partners. As we move forward with technology, we cannot leave our partners behind. We must continue to be able to push information back and forth quickly by remaining interconnected. They are key to enhancing our capabilities and our integrated deterrence efforts to prevent us from entering into conflict. We don’t want to go into conflict, but if we do we want it to be an unfair fight.
