This article provides some projections for FY 2025 along with thoughts on how industry needs to navigate the use of the foreign military sales program under the new leadership of President Trump's Administration in 2025 and beyond. Amid a moment of historic unity and shared purpose, US Africa Command Commander General Michael Langley applauded the enduring US-Morocco partnership as Morocco took delivery of six AH-64E Apache helicopters at Morocco's inaugural Royal Air Force Base in Sale. “This ceremony goes beyond the mere acquisition of a weapon system, it celebrates a historic partnership that has lasted nearly 250 years,” General Langley said, recalling Morocco’s unwavering support for the US since its founding. The success points to decades of trust and cooperation that have fueled both nations' commitment to regional stability and security. “By purchasing these Apache helicopters, Morocco has made a significant step in investing in their security and in regional security. This investment now puts them in a new level of warfighting capability,” Langley said. Morocco's role in securing North Africa and the Sahel has set an example for others to follow. Morocco was hailed as a "reference in defense and stability" by General Langley, while renewing the United States' determination in this solid alliance of nearly 250 years. It is a legacy based on shared values and a mutual goal of promoting peace. Impressively, Morocco is also a major contributor of troops to UN peacekeeping missions, with over 1,700 troops deployed worldwide. The acquisition of these advanced Apache helicopters not only improves Morocco's defense potential but also collective efforts for regional and global security. As Aimee Cutrona, Chargé d'Affaires of the US Embassy in Rabat, indicated, this partnership is increasingly growing, advancing progress and security beyond borders. Morocco's continued investments in defense, like being the largest African buyer of US arms, reflect a forward-leaning approach in maintaining peace and addressing crises. The US diplomat stressed that the two countries are enjoying “steady and consistent growth of the longstanding U.S.-Morocco security cooperation that continues to advance our interests in the region and the world.” This week also saw the first planning conference for African Lion 2025, Africa's largest military exercise, which takes place annually in Morocco. Side by side, the US and Morocco are leading by example, showing that alliances rooted in mutual respect and shared goals are the cornerstone of lasting stability.

President Carter and his administration were responsible for several significant actions that enhanced security cooperation and security assistance. Here are some examples: Arms Export Control Act (AECA) of 1976 resulted in greater Congressional oversight and control of conventional arms transfers and other security assistance programs. President Carter issued the first Conventional Arms Transfer Policy, emphasizing a "policy of restraint." This policy stated that the United States would not be the first country to introduce advanced weapons systems into a region, and there would be no sales commitment of advanced systems until they were operationally deployed with U.S. forces. Security Assistance Accounting Center: Established in 1976, this center strengthened accounting capability and practices. It was responsible for implementing the DoD Security Assistance Financial Management Program. It served as the central point of contact within the DoD for all Foreign Military Sales (FMS)-)-related financial inquiries from U.S. governmental activities and U.S. allies and partner nations. Humanitarian Assistance Programs: President Carter's administration also focused on humanitarian assistance programs, including transportation programs and other initiatives to provide aid and support to foreign partners. Strategic Arms Limitation Talks (SALT II): In 1979, President Carter and Soviet General Secretary Leonid Brezhnev signed the SALT II treaty, which aimed to limit the number of strategic nuclear weapons and improve arms control between the two superpowers. Camp David Accords: President Carter played a crucial role in mediating the Camp David Accords between Israel and Egypt in 1978. This peace agreement significantly improved security cooperation and stability in the Middle East. These actions reflect President Carter's commitment to improving security cooperation and assistance with U.S. government foreign partners through arms control, financial management, and diplomatic efforts. After a five-month competitive prototype phase, PEO Enterprise’s Foreign Military Sales – Army Case Execution System (FMS-ACES) received authorization Sept. 20 to move into the execution phase of the Software Acquisition Pathway.
