It was a pleasure to present my working paper, “The Barriers to Female Employment: Experimental Evidence from Egypt,” co-authored with Bruno Crepon Caroline Krafft and Stefano Caria, at the Center for the Study of African Economies conference 2025: Economic Development in Africa at the University of Oxford. Grateful for the engaging discussions and thoughtful feedback! Our paper tested the impact of providing fully subsidized access to nurseries, along with job placement services, on female labor force participation in Cairo using a randomized controlled trial. Navigating the perfect storm: A Call for evidence-based action At the closing plenary of the IDEAS - International Development Evaluation Association conference, I spoke about the growing challenges facing the evaluation community—shrinking aid budgets, erosion of shared values, the rise of misinformation, and the weakening of democratic institutions. These forces create a perfect storm, making it harder for evidence to inform decision-making. But we have the values, tools and attitudes to weather this storm: - Now more than ever, we must stand together to protect the independent evaluation function as a key self-correcting mechanism of development policies and programs. - We must coordinate efforts to maximize impact and ensure evidence is embedded in policymaking, programming and budgeting processes. At 3ie, we are championing this through initiatives like the Global Evidence Commitment, fostering a culture of evidence use across institutions. - We must ramp up our efforts to bring out relevant knowledge on how to tackle, prevent, mitigate the many crises of the world, including climate change, pandemics, hunger, and democratic back-sliding. During the COVID pandemic, we adapted to the needs for quick evidence extraction to inform policies. - We need to stand strong together when we are pulled or pushed to disregard our values. As has become increasingly clear over the last few weeks, we are entering an era where altruism is replaced by transactional thinking. In stark contrast to this, development researchers and evaluators work to improve lives, we work for more just, equitable and inclusive societies across the globe. We work to help those in power to make better decisions for the benefit of those with less power. We have shown that we can adapt, innovate, collaborate and transform ourselves before. We can ensure that evidence continues to drive positive change. Let’s navigate these rough waters together. #EvidenceMatters #ImpactEvaluation #IDEASCONF2025

We launched an #EvidenceGapMap on #SustainableEnergy :https://lnkd.in/e6hgjksh , which we developed in partnership with Sustainable Energy for All (SEforALL). The first-ever data-driven tool for #sustainable #energy was unveiled at the #SEforALLForum—an Evidence Gap Map (EGM) designed to support better decision-making and drive impactful action in the sector. Alongside our colleagues at Sustainable Energy for All (SEforALL) and International Initiative for Impact Evaluation (3ie), GEAPPs Head of Programs, Africa, Wale Aboyade, PhD, stressed how this collective effort will deliver our intended impact. “We need to make energy #investment decisions based on evidence and not just on intuition and assumptions. This is where evaluation and tools (like EGM) are critical,” Wale said. EGM will help answer and potentially challenge our own questions and assumptions within the sustainable energy space AND help us develop data-driven impact. ?? to EGM to follow! #LetsChangeEnergy

At the IDEAS - International Development Evaluation Association conference, we brought together parliamentarians from West and East #Africa to explore how #evaluation can drive transformative change in development policy and practice. The discussion highlighted parliamentarians' crucial role in understanding community needs through direct interactions and local engagements. With the increasing focus on decentralized governance, the panel emphasized equipping parliamentarians with the right tools, data, and capacity-building opportunities to integrate evaluation into their decision-making processes. Panellists ( Kabir Hashim, Timothy Lubanga Jeremie ADOMAHOU, Hamadou Diomande and Anca Dumitrescu) shared insights on the challenges of accessing accurate data, the need for evidence-informed policymaking, and strategies to enhance accountability and regional governance.
