Today we continue our celebration of Women’s History Month by sharing our appreciation for the talented and knowledgeable women we work with to transform public safety, in particular our Chief Operating Officer, Jessica Drake, and our Director of Operations, Teresa Towey! With over 20 years of experience in volunteer and program management, community outreach, and project development cultivated at some of Baltimore’s most challenging housing, education, and healthcare nonprofits, Jessica Drake has made an immediate and long-felt impact on each organization she touches.??As Vice President of Program Management and Development at Strategic Applications International (SAI), she provided facilitation and support services for President Obama's Task Force on 21st Century Policing. While primarily engaged in logistics coordination, there were also opportunities to offer writing and editing support during the production of the final recommendations, report, and implementation guide. The grants she has monitored on behalf of the Office of Community Oriented Policing Services (COPS Office) at the Department of Justice (DOJ), including the recent Law Enforcement Officers Mental Health and Wellness Case Studies that were presented to Congress during the 2019 legislative session, have produced comprehensive literature on officer safety and wellness (OSW). Teresa Towey specializes in driving organizational and community-based outcomes. Teresa has been instrumental in building and managing national youth initiatives aimed at removing barriers to opportunity, including creating and implementing youth development programs for under-served refugee and immigrant youth. In her role at Strategic Applications International (SAI), she developed a community policing training on Public Law 280 (PL280) for tribal and non-tribal law enforcement officers in six states. Teresa has a decade of project management experience in non-profits, corporations and consulting companies, and extensive research experience. She holds a Masters of Science in Global Affairs and Human Security from the University of Baltimore. #WomensHistoryMonth

Continuing to honor Women’s History Month by featuring the inspiring women whose knowledge and talents help our clients and their communities “Move Forward Together” in transforming public safety! Today we’d like you to help us thank four of our Senior Advisors: Brenda J. Bond-Fortier, PhD is Professor of Public Administration in the Institute for Public Service at Suffolk University. She specializes in organizational change in criminal justice, systematic and collaborative approaches to organizational and community challenges, and the development, implementation, and evaluation of public safety policies and practices. Her book,?Organizational Change in an Urban Police Department: Innovating to Reform (2020) analyzes changes in policy, practice and community relationships to understand innovation and organizational transformation in policing.? Christine M. Cole is a subject matter expert in public safety, improving police performance, and community engagement. For decades, Ms. Cole worked across local, regional and state levels of government in policing, institutional and community-based corrections, victim advocacy, community organizing, and emergency response planning as well as working as part of a prosecution team. She previously ran the Program in Criminal Justice Policy and Management at Harvard Kennedy School and served as chief of staff at the Massachusetts Executive Office of Public Safety where she led and monitored policy and operational reform efforts throughout 14 state agencies and 22 commissions. Robin Engel, Ph.D. is a Research Scientist at the John Glenn College of Public Affairs at The Ohio State University, following over 25 years in academic positions at the University of Cincinnati and the Pennsylvania State University. Dr. Engel has spent her career generating and testing evidence-based police practices, transforming police agencies through reform efforts, and reducing crime and violence in our most vulnerable communities. Her work in violence reduction partnerships has been honored with the 2008 IACP/Motorola Webber Seavey Award for Excellence in Law Enforcement, the 2009 IACP/West Award for Excellence in Criminal Investigations, and the 2008 National Criminal Justice Association’s Outstanding Criminal Justice Program Award. Maggie Goodrich retired in March 2017 as Chief Information Officer for Public Safety for the City of Los Angeles following a career as an attorney and technology expert. As CIO for the LAPD for seven years, Ms. Goodrich was responsible for all LAPD technology, procurement, contracts, and grant funding. Prior to becoming CIO, she was a Commanding Officer responsible for the development and implementation of all LAPD Training Evaluation and Management Systems (TEAMS II), which included, among others, the early intervention, complaint management and use of force systems. #WomensHistoryMonth

In recognition of Women’s History Month, we would like to acknowledge some of the remarkable women at 21CP. This year's theme, “Moving Forward Together: Women Educating & Inspiring Generations,” is exemplified by Partners Kathleen O’Toole and Nola Joyce, who continually educate and inspire both our team and our clients. Kathleen O’Toole is a lawyer and career police officer whose principled leadership and pioneering public safety reform efforts have had a significant impact on agencies both domestically and internationally. As the first female police commissioner of Boston, she has served as an exemplary role model for women in law enforcement. Her distinguished career includes roles such as Chief of the Metropolitan District Commission Police in Boston, Lieutenant Colonel overseeing Special Operations in the Massachusetts State Police, Massachusetts Secretary of Public Safety, Seattle Chief of Police, and Chief Inspector of the Garda Síochána, the national police service of Ireland. In 2024 she was honored with the Commissioner Patrick V. Murphy Leading Change in Policing Award from the National Policing Institute. Nola Joyce has held senior executive positions within the Philadelphia Police Department as Deputy Commissioner and has been instrumental in leading organizational change in the Washington, D.C., and Chicago Police Departments. Her adept ability to drive substantial transformation as a civilian within these complex public safety agencies is well-recognized. She has contributed her expertise to several esteemed advisory boards, including the American Law Institute’s project Principles of the Law: Policing, and the National Science Academy’s Panel on Modernizing the Nation’s Criminal Statistics. The recognition of her work through awards such as the Gary P. Hayes Award from the Police Executive Research Forum and the Award of Research Excellence from the International Association of Chiefs of Police highlights her invaluable contributions to the field.
