Linkedin is great in this regard, weather you been laid off or just moved to a different country, it's a great place to expand you network (obviously!). But also import how you do it - my tip is to search for desired industry e.g. "media" and send connection request to as many people as you can, go page by page, request to connect to everybody how might help. It will cost you nothing but time, and in the end it doesn't matter if you knew them before connecting or not.

Don't afraid of being annoying, send few follow up messages if you don't get reply right away. Sometimes people just forget to get back to you, even thought they wanted/intended to do so when they saw the first message.
