To ensure every community voice is heard in disaster preparedness planning, it’s essential to identify all communities and establish two-way communication channels for gathering their needs and feedback. Utilizing information and communication technology tools, especially mobile devices and the internet, can facilitate quick communication. However, these solutions should be tailored to the demographic conditions of the target community. For areas without internet access or where the population is elderly, alternative methods like community meetings or printed materials should be employed. Additionally, creating digital platforms for direct engagement will further enhance the planning process by collecting community input.

Disaster can be classified as in Three levels namely Level-1 Can be managed within the capabilities & Resources at own level Level-2 Require Assistance and active mobilisation of resources at District level and deployment of District level agencies for Disaster Management. Level-3 catastrophic situations or a very large scale Disaster that overwhelms the State and District Authorities. Awareness programme is one of the best practices to control and restrict Disaster from one level to other level (from Lower to Higher level. The Awareness start from Higher level of Hierarchy Type of Hazard and effect with Human & Environment and level of concern. & At local level with Awareness and preparedness of Emergency at Local level (APELL ) program.
