In such cases the feasibility of the machine to be used in other applications can be checked for extracting maximum output from the machine.

Do not bother if machine is idle, if that machine is not a bottleneck machine. Because final output is governed by bottleneck machine only. Reducing non bottleneck machine’s idle time and maximising will only create in process inventory, which is the issues with most of the companies.

You need to look at your entire system. From the supply chain to the customer. Yes you may have a local bottleneck, but there may be extraneous factors present. When I worked in one food processing facility, vegetable deliveries affected run time. A storm delaying a harvest can impact this. To minimize this the facility needs to plan alternate runs or bring planned runs forward to fill the slot. Plus look at the production machines. Are they all talking to each other. A bottleneck is usually the pace setter, however downstream machines may need to control the bottleneck or communicate to it that it cannot handle production rates at the moment. Production can occur at a lower rate in the bottle neck until the surge capacity is clear

It is quite important to understand why the machinery is idle lest one fall into the trap of maximizing utilization instead of maximizing value. It is of no benefit to have machinery producing items (and consuming resources) unnecessarily. Overproduction leads to many additional forms of waste. Understand customer demand. Eliminate bottlenecks. Level your production. Flow where you can. Pull where you can’t. But truly grasp the current condition first.
