If the Company is a start-up, they might not have to go for something big, they can start with excel or any open-source tool and grow as they scale. If they company can pay for the Big PM Suite, then fine, they can go for it. If the Project is just a one-off and it is seasonal, there is no point paying so much if the project management software is not being used always.
