The best way in my view is: a) Perform a complete RCA of downtime. This includes both infrastructure and people. b) Based on RCA, decide to adopt a quick work around for making life of people using technology easy and in parallel decide fix either by further investment or change of skillset via people. c) This will be a gradual process, hence make an effective plan and rollout the efficiency in steps so no further downgrading of services is faced. d) Lastly, implement automated tools in NOC rooms which can raise an alarm and you have less dependency on people.
