This is actually a problem that should never be an issue. If it does it is your own fault since you excepted a budget that is clearly not big enough for your work process if it leads to budget constraints. You should therefore look at your budget approval process. I see to many company's taking on projects for budgets that are too low, just to get the client or project in. But is this worth it.... A too low budget does not give you the opportunity to show your best work and quality, so will the client stick with you if you start complaining about the budget halfway down the project? You should have done this upfront. Don't complain afterwards.

I have learned that humor can kickstart challenging projects. Wthout causng more tension, it mmight be useful to do a brainstorming session with those on the team who could use some encouragement. As usual without details or a context, it is difficult to be specific. Find a cartoon on line that sums up the current situation. Then blow it up to poster size. Ask the team members to interpret it and to then, in pairs, to come with a new punch line OR to create their own cartoon. Creativity requires time.
