Where I work, there are never enough resources to go around. Something I try to do, is find a specific goal between at least two of them and try to get both sides to see that point. Then I can work on mixing in more stakeholders and more goals. That way, the people representing the agencies will already be working together when it is time to tackle the limited resource.
