Ongoing training is critical without a doubt. But in this modern society, users should be expecting changes. They will need to be ready for changes at all times. And even learn things beforehand on their own. If they don't, someone else will. As an example, we had a teacher in a school system that learned how to use Office 95 and expected that to be the only version used for many years after it's end of life. Most if not all of the students had never seen an Office suite that old. The teacher also didn't see a reason or have the time to learn any new versions. That same teacher along with a few of the older teachers would not have been able to get up to speed on a new OS in a reasonable amount of time without effecting their students.

It’s important to have intensive testing first to work out any bugs in the OS before dumping on users to fully understand how to use transition from the previous OS, what’s different, how to customize it for security, including different levels of permissions and access control. Fully understanding this before rollout improves the training incrementation, working with each organization level to answer any questions for a well informed organization. It's also better to conduct upgrades and other changes in the off office hours to not disrupt the workflow
