How well can they obtain and understand the good data they need to have any clue. Few planners have the expertise to evaluate or determine what data they need. Some agencies get a statistician to help them, but he or she soon becomes captive of the clients.

For measuring the success of every project, we measure the KPIs. But I would also add that the company or the team lead should measure KHI (Key Happiness Index) of every team member. Measuring this will really help in understanding the team challenges and whether there is any need for improvement or support required. Along with KPIs (which is very important), KHI should also be factorised with a weightage. If team is successful and satisfied, the project will obviously be a success. A team should always be a place of learning or motivation for everyone.

Another indicator might be to review some past transportation projects and check whether traffic has increased as per the assumptions made at the planning stage. The entire transportation planning is based on assumptions. If the planned and actual figures are close then I will have full faith in my team.
