Quality is a given. There's no negotiation. You don't ever used an unqualified supplier. If a new supplier wants to be on your base, he/she needs to go through the exercise of getting qualified. If he doesn't want to, he really doesn't want to be your supplier. You ask a minimum three suppliers to quote. You tell each one you want their best price up front. No dickering. That accomplishes three things. It gets you the best market price, allows the winning bidder to make whatever profit he built in, and it forces the losing bidders to thing about their margins. 20% of $10 is much higher than 25% of nothing. It also builds a trust factor between you and the supplier.
