Firstly understand your organisation's strategic objective and then your divisional OKRs. They should form the baseline foundations for any decisions including what change initiative need to be prioritized. When an organisation have a shared understanding of where it needs to go, then scope of change, risk appetite and related parameters for change e.g. resourcing, timeline, etc can be developed. Further along the process, a solid business case can help. However, if your organisation or initiative is more suited for Agile ways of working, perhaps seed funding to do discovery may not be a bad idea to avoid commitment and death by planning.
