I've found several times Scope of Work definitions are lack of complete site assetments that must include 1-Site Investigation: Existing public records and future projects inventory, and client documents; site studies for soils, archeological, environmental, protected waters, certified boundaries, utilities surveys with above ground and underground (GPR); hydrological and hydraulic studies (IT DOES NOT RAIN AT PROJECT SITE is not an option - all site developments require drainage evaluation) 2-ESG Environmental - Social - Governance requirements and Permitting compliance; Community engagement; sustainability; TIA Traffic Impact Analysis, access for construction, operations, emergency and evacuation routes 3-Construction constrains

Based on scope of work, breakdown the project in to certain manageable phases with each operational activity's start/finish dates in project management/scheduling software - M.S. Project/Primavera P6 - EPPM by splitting week wise, with time/cost/resources to apply/use to get it complete without exceeding allocated funds. Highlight/Update each activity with different color bar mark, Before/During Execution - To Execute/Pink, In Progress/Orange, Sequential/Red, Design conflict/descripacies - Yellow, Finish/Green. Distribute a copy of weekly progress achieved, comparing it with scheduled & actual to all involved parties/stakeholders indicating any area required a special attention in subsequent week and a catch plan to make-up with schedule.
