This may just be my opinion. These are all things that should be applied from day one. If someone suddenly started showing these things and wasn't before I would wonder if after the promotion they would become complacent again and stop growing. Does their new job allow for someone to be complacent or require consistently growth. If you have been applying everything and have not been offered anything then try reaching out informing those over you what you want and ask them what you need to show or improve upon to obtain that goal. Then I try to sit down with them at least once a week to talk about my performance that week towards my goal. That has always worked for me to get to the next goal when I feel I am ready or want it.
