Suggest trying Risk based inspection, you follow the recommendations from manufacturer to start and then based on the inspection findings you may choose to increase the interval between inspections and have better availability.

I've come to find out that most people usually take shortcuts when it comes to safety and they compromise a lot when they feel like following the right procedure is kinda unnecessary, at times. But also this is how people get hurt and there comes the blame game. So I totally agree that following standards is really important it saves time and lives.
