Depends who is responsible for the supply of the materials. Owner provided and if such delay truly impacts the schedule then it becomes a legitimate and negotiable claim. If sub con supply then Owner and sub con to discuss options of other schedule acceleration to get back n track.

If the prime contractor is supplying the delayed resource then the contractor may have a right to the delay costs and schedule adjustments. If it is from the contractors side then the same would apply for the prime. Work flow turbulences, create many delays on a project. For this reason it is best to go by the letter of the contract. The contract will define the rules of a delay. Following a delay, the claimant will issue an immediate letter addressing the delay date, reasons, and place in the contract. The contract terms will have set a duration for the respomsible party to plan provisional measures, corrections or a formal rejection of the delay. This could be 5-7 days. If it times out the responsible party may be subject to the claim.

Negotiate with the general contractor in a simplified manner, so that they can under the cause of the delay, and you will rectify it in a timely manner and apologize for any inconvenience. Always remember the customer will be right 90% of the time. Quality comes before quantity.

You do not always need to start start thinking, contracts, legal and money. There really are real reasons for delays beyond anyones control. As the "prime contractor" discover the real reason for the material delay. Maybe its the the manufacturer, or transportation/delivery/logistics issue? Or maybe the subs issue? Lots of maybe's. Unitil this is cleared up you cannot tell what the solution is. And if any "claims" are actually required. Learn to work with your subs, to understand there needs as well. Maybe the delay is as simple as paying them, so they can purchase materials for your project.

Start with getting everyone together. Figure out why the delays are happening. Once the why is established figure out the how to get back on track. Subs want to get the jobs done efficiently. They can, when supported, supply the GC and Developer with a path forward. A jointly developed plan is much more efficient and likely to happen.
