All good points, I think but I like to use some ingredients from the Knoster Model (even if it’s not a change). To my opinion you cannot assess the needs without knowing the objectives. You must understand the objectives. What is the organization trying to achieve? What does it define as success? Use this to define the required skills, leaders and resources and the plan to achieve that success. Most companies have a vision and strategy but lack the leaders with skills to motivate the resources to define and stick to the plan. Once you have that plan, you assess the current state of the organization (people, products, process). Are these in line with the plan to achieve the objective?

If your IT consultants can't explain their solution to you in a way that you can understand, they do not fully understand it themselves.
