Some companies monitor to find the "offenders" and as a result everyone in the company wants to make sure they stay away from data as much as they can... forget about owning it! This never results in a properly governed data ecosystem. Other companies monitor to ensure good data quality, which is a much healthier approach and encourages employees to do their best to make that possible.
