In an office environment, shared workspace can negatively impact morale because it makes employees feel disposable and without value. The idea of implementing a schedule sounds good in theory, and it might suit some employees, but most employees prefer more certainty. Management that promotes shared workspaces is not really showing respect for employees. (I agree with Bernie Outram's solution.)
