CIO role is an unique role, where the CIO should be able to understand and converse with every stake holders of the organization and should be able to see through all the business processes. That’s why IT Strategy should be devised to get maximum benefits and bringing the business processes with unification or leveraging from each others. To bring this benefits, there will be conflicts with many other CXOs, as they will not like to compromise their own processes and control. It will be the wit and influencing capabilities, the CIO should have to bring them to a common understanding to get the best for the organization.

In addition to following the collaborative approach, it's important to devise a framework that will form the basis of evaluation and prioritisation by adding various parameters along with weights. This evaluation framework needs to be agreed upon before going into the details of the reqmts from various stakeholders. This framework should be based on parameters that govern the larger goals of the enterprise. Once there is an alignment on the framework it makes it easier to have a conversation with your stakeholder as to why their reqmt should be de-prioritized over another... Because now you have a scientific approach driven by data points that back your rationale.

I have found that over communication in such situations is actually better than leaving someone in the dark. Also, one trick that has always worked for me is - " to identify the fox" In every organisation, there is one stakeholder who will have the final say, but there is also someone who this stakeholder trusts and listens to. This person is your fox. It's important to get this fox on your side, so that he/she can influence the stakeholder for you.

Collaboration allows cross-functional departments and business units to align and understand each other’s priorities alongside our own. In my experience, it often helps achieve mutual agreement when making difficult trade-off decisions.

Enterprise’s strategic priorities and not individual business’s priorities should be the basis of any prioritization exercise, not just in IT but across any part of the enterprise. If enterprise strategic priorities are not clearly defined and communicated then its a much bigger issue. Generally, if those are well defined and communicated then conflicting business priorities should not exist in first place. In some scenarios, where business units operate independently and pursue their individual strategies, IT need to assess its operating model. It needs to operate in a more business oriented decentralized model to cater to each business’s requirements. In the meantime, IT needs to take a balanced approach managing ROI + long term strategy

Planning , communications and re planning can reduce the conflicts. Guidelines or a proper buinsess canvas that catptures the intend, benifits, estimates, ket resources needed etc. will help in the plans.
