Use the 1-2-4-All method. This is a collaborative approach that fosters inclusive participation. Participants begin by reflecting individually, then pair up to discuss their ideas, expand to groups of four, and finally share insights with the entire group. This progressive format encourages each person to contribute without the pressure of immediate large-group discussion, allowing a broad range of ideas to emerge organically. It works effectively for diverse stakeholders because it combines individual reflection with collective synthesis, ensuring everyone’s input is valued and considered. By moving from personal thought to group exchange, the method prevents dominant voices from taking over.

Set workshop norms (ground rules) that ensure that all ideas are respected. Active listing is key when there are diverse ideas - people generally don't listen to those with differing ideas, so you have to. Use techniques such as small groups, brain writing, etc., to ensure that everyone has a chance to speak up.

Sometimes you have to pull the plug, take a break and call for a point of order. After which you carefully and deliberately establish the modalities for the next minutes. Ask everyone to allow for all voices to be heard.

I like to use a strategy called write-chat. This can be done online or on actual paper. Topics are placed on the paper and everyone gets a chance to silently write their perspective by moving around the room to comment on various topics. It allows all voices to be heard and creates there optimal starting place for meaningful dialogue.
