First, you treat everyone equally. You use activities, such as brain writing and small groups to ensure all are engaged and have a voice. Active listening is critical. You must remain neutral as well.

Navigating power imbalances in a conflict resolution session requires creating a balanced environment where all parties feel safe, respected, and heard. Therw must be clear understanding of boundry of their roles and resposibility. Here setting the correct and effectiveness of ground rule plays a vital role A common understanding and respectfull behaviour will allways be encouraged and It is resposibility of a leader to set an example.

There are many possibilities. To begin, one must notice and assess the existing power dynamics, e.g. does one speak more and dominate? Is anyone interrupting or hurting free open expression? The norm with mediated conflict resolution with skilled impartial mediators is to negotiate ground rules with everyone to ensure all cultural approaches to communication, gender relations and problem solving are raised and negotiated to balance power to everyone's satisfaction. That is a good start. Of course the mediator/facilitator must quickly assert any ground rules if disrespected.

It depends on the character of the power imbalance - if it is structural or personal. Encouraging quieter voices and setting boundaries is good advice for personal power imbalance, but if the power imbalance is structural it is necessary to ensure the lesser powered person will not be met with consequences that goes beyond the realm of the conflict resolution setting. There must be safety precautions in place.
