Minha experiência me mostrou que em situa??es de crise ou conflito nos projetos ambientais, todos os stakeholders devem ser ouvidos. Isso pode incluir a escuta conjunta ou individual a cada um deles, de forma que haja um espa?o seguro para dividir seus anseios. é evidente que n?o se poderá chegar em um denominador comum igualmente bom para todos, mas minimamente aceitável e humanamente justo é o imprescindível. Nesse processo, todas as preocupa??es dos grupos dever?o ser levadas em considera??o. Na fase posterior, é importante que todas essas pondera??es sejam interligadas com as demandas legais e governamentais, na tentativa de encontrar um espa?o sustentável comum.

I would thoroughly read both opinions (Both need to be in writing) and see if some common ground can be found. If not, you have to decide which opinon based upon your experience makes the most sense/seems the most appropriate given the circumstances. I might also consider giving each author's the other's opinion and seeing what he/she thinks and then go from there.
