Story and structure are king. Half of making films is having that ironed out in pre-production, the other half is allowing that to change and practicing non-attachment. A healthy balance of both in the puzzle process is nice to anticipate. Avoid shooting what you don't need, accept failure in acquisition.

what is a film without direction and vision?... just a sloppy mess of images placed together without any sort of magic. If you don't have this iron'd out before you pull the trigger on budget, you are wasting your time and money. Build a mood board, a playlist, and pull references from films and images that move you emotionally and mentally. Challenge yourself to do this and you are going to set yourself up for a successful film that has legs and intention.

I'd say this should be the first thing you consider, because it sets the tone of how you will treat scenes and performances on screen. If you don't understand music, or the absence of music ask someone who does so you can challenge yourself to think outside of the box and within the realm of knowing what role music or score plays in the flow of the arc and film.

I'm directing/ shooting / editing a documentary film feature, that is shot entirely on 16mm. Early on, I understood all the items listed above, however.. I went the extra distance to cut the film start to finish with reference material gathered that inspired me before I shot. That way I understood the pacing, scenes and framing mood of each before I rolled 16mm film. That not only helped me hone my vision of the film's arc and what it was communicating, but it also helped me save money to shoot intentionally by only rolling on film that I absolutely knew I would need to build the scenes and communicate the message sonically and visually. Food for thought!
