You're conducting emergency drills. How do you evaluate the effects of communication breakdowns?

Redundancy and back ups are of utmost importance when it comes to emergency drills. For instance for handling a fire or flooding emergency on a submarine at sea the following are the fall back options:- 1. Hot line two way communication between the control room and the site of emergency. 2. Main broadcast (like a public announcement system). 3. Sound powered telephone (when power supply fails) 4. Walkie talkie 5. Pre coded bell and buzzer signals 6. Knocking signals, morse code, semaphore etc. Whilst conducting the drill, it’s critical to introduce contingencies to test up to the last line of back up. During debrief, analyse the cost of failure (in terms of time, effect and damage) of each line of communication.

To evaluate the effects of communication breakdowns during emergency drills, observe how quickly and accurately information is exchanged among team members. Assess the impact on decision-making and response times. Review any issues or delays in message delivery and gather feedback from participants on communication challenges. Analyze these observations to identify gaps and improve communication protocols for future drills.

In reality the information relayed under stress, most be considered coz each member has his own prospective to the situation, sometimes you’ll get deferent stories for one issue, each information should be dealt carefully, connected together till we have a chain close to the fact

We can and should evaluate comm breakdowns by analyzing incident reports, conducting post-drill surveys & reviewing communication logs. Also its imp to identify areas of improvement, such as unclear roles, lack of coordination or technical failures. And for that we have to Implement corrective actions to enhance communication effectiveness during future emergencies. Very imp exercise is to conduct regular communication drills to build team preparedness & identify potential weaknesses & by continuously evaluating & improving communication processes we can enhance overall emergency response capabilities.

AAR’s are a valuable insight these hot debrief points to be raised from observers and participants allowing feedback and actionable recommendations to be actioned post emergency drill/rehearsal These should form in types of familiarity early on - new environment /introducing changes to known drills. Next is a scheduled rehearsal as an assessment refining and practicing procedures in the drill. The last is unplanned exercise where can gauge true state of awareness and effectiveness of group/a to react and respond without prior knowledge, Any preparation beyond norms. This tests if the training and communication was clear and learned from this should be seeking continual improvement on efficiency of drill and address any concerns.

AAR should look at two main considerations: 1). what did we do right and 2). what did we do wrong. After you put that list together you can form teams to examine aspects of each consideration.

Training objectives have to be assessed relative to resources and personnel. All future drills should take R/P into consideration.
