I think the best way to do this is by using MFA, data encryption, and a strict role-based authentication system. While NDAs are really popular, they can still be problematic at times, so it's better to be technologically well prepared.

The answers to this would already be determined in the ethics and/or governance application. This is not an on-the-fly series of decisions scenario. The answers given so far are very good, I reckon. I would add, an eye must be kept out if the data involves First Nations peoples: data sovereignty where it applies.
