This question itself is too vague to answer. What you are arguing about matters. If you are talking about something like User Interface, how the app behaves, then the customer / user should be considered more strongly. However, if we are talking about nonfunctional requirements, app architecture, etc..., technical person should chime in more. The User should request what they want, the tech person should determine cost and feasibility, and communicate it. Then agree if the risks are worth it.

Very easy to solve this. Back to the drawing board and revisit the Program of Requirements. Ask users for clarification on requirements. Visualize (on Dragon1) the impact of choices. Explain technicians how to proceed. Users (and stakeholders) always come first. Not the technicians.

This advice is too generalized and inaccurate to be useful. Not only are users responsible for defining the functional requirements within the scope boundaries established for the project by the program management office, they are also responsible for prioritizing those requirements, not the technical or management teams. Likewise, the technical team is almost always responsible for defining and prioritizing the non-functional requirements within the corporate architectural and product standards.

Hogwash. Users and the technical team need to have as much precision in their language as they can muster, and that means speaking their own language. Other than UX, users should not be involved in internal design. Everyone needs to stay in their lanes to avoid wasteful spin.
