First of all, take your time to listen and clearly understand the operations position, in my career I had implement significant changes in the cost allocation procedures due its input and knowledge. The go to the production site/floor/area, and try to understand the issue, ask question gather information and make an analysis. Finally, meet the team, present your result and work to obtain a concealed agreement.

When we talk about allocation, it's simply means conflict, mostly centralised organisation faces cost allocation issues. Cost accounts should focus on Direct attribution in this case. If a cost is directly attributeable to cost, or investment center then the risk of conflict can avoided. But even then allocation means some thing that is not attributeable. We allocate fixed cost usually. These fixed cost some means to me is Unexplained cost. So only the Basis are the only way to resolve this conflict. So identify the best basis on which all departments agreed. We may call them Cost drivers.
