The scenario is not easy to understand. How can we have a cross functional team in QA. I am from food industry manufacturing background and yes we have HACCP team which is cross functional. We cannot call the team as QA but more or less they work on food safety compliance and improvement. When we work with such cross functional team, we allocate the tasks based on the subject matter. For housekeeping team member in the HACCP team, we ask them to implement housekeeping controls, housekeeping SOP checklist etc, So their responsibility, authority are defined. They are incharge of some part in the food safety compliance. Indirect reporting structure is also developed to the food safety team leader along with the regular organization structure.
