Try this, identify low performers. Then, understand why they are low performing. Is it lack of training, resources, proper equipment or access, etc. Pair a low with a high performer. Work on bringing the low performers to meet the minimum expectation. That will boost the overall performance of the team.

Simple process to get your team back on track is (assuming you have already realised that their is performance differential) - talk - analyse - negotiate - threat - analyse - churn - reassess - rearrange - reason - realign - reassign - re execute. If still you are failing do away with the senior management, Senior HR Team or the project Head (as the case may be) as they have failed to assess or even define the project or expectations clearly or required direction is lost.
